Lode Runner 2-Inspired Regenerating Walls

A mod for Nuclear Throne Together.

10 seconds after a wall is destroyed, it will phase back into existence,
instantly killing anything overlapping that spot. Use the command
"/phasedelay" to change it from 10 seconds. Use "/phasetraps" to toggle
whether fire traps get regenerated too. Has one known bug where a wall
won't come back if it's destroyed on the same frame as it is first
created. Currently that's unfixable, but it shouldn't happen too much.
